I was about to say check the thumb Screw but I gather you have cruise control on a Screaming Eagle Ultra Classic. Check if it sticks when the bike is off and in the garage. On the older bikes if the throttle grip was put on with out enough free play it will be sticky. Someone with a newer fly by wire throttle will have to answer.

I do have what appears to be a set screw on the throttle of my 08, may want to check it. Otherwise try the reset procedure from the service manual, I think it asks you to turn power on 4 times with about 10 sec. between each time. Mine works very well. I THINK MOST OF THE SMALL AMOUNT OF VERIFIED PROBLEMS WITHJ THE 08 THROTTLE ARE DUE TO POOR DEALER PREP.
