Default rear pully swap on softail ?????

1988 fxstc softail, if i swap original 70 tooth rear pully to a 65 tooth pully ( for better cruising speed, less vibration, lower rpm ) would i have to change belt also??? or would i have enough adjustment at the axle??? any help at all would be greatly appreciated. ideas, opinions, or answers???? thanks!!!

it was on my buds fatboy before swap no matter what gear we did a roll from i could pull away from him. after the swap he just pulled away from me and the bike now had enough power to pull the bike in high gear, probably gained 10-15 mph top speed. the bike now had some zip and was so much more fun to ride. i was afraid it would be too much gear, but this is the way it should have come. i think only a few years came with a 63 tooth pulley i knowe 93 was one.
