First and foremost thanks to you and your buddies for serving our fine country.
As for the PD bike, have your bud contact the PD closest to his home that ride HD's and find out who has the servicing contract.
That dealer will probably the best and most consistent source of used cop bikes in his area.

Allot of those bikes are leased to the departments too, lease up, sell em off. Always a fresh supply of used cop bikes.
