Won't make much difference as motorist will still do it. Very hard to enforce. Most will realize that they have a very low chance of being caught.

 

They already have outlawed them here in California...

Didn't make a damn bit of difference because people don't care.

I really don't think we need more laws, just enforce the ones that already exist.
