Because they have a product right now being copied by those very metric companies you keep bringing up. Why should they mess with success? When people stop buying them due to them being slow, they will re-tool the system. The speed of these bikes is not what sells them. You are looking for a problem where one does not exist. The speed and handling of these bikes are complimentary of one another right now (at least mine is). Make them faster, and suddenly the suspension is lacking, or the brakes. I personally don't care about straight line performance (as in achieving higher speed just for the sake of going fast), and frankly, most guys I know will never push a Harley to its mechanical limits in the twisties. Some will for sure, but not most. Anyone can blast a straight line, but why would anyone want to, except maybe once in a blue moon just for kicks.
