I think (I hope) he's pulling our chain. Anyone with any brains at all knows women are better or at least safer drivers than men. Insurance companies certainly know it.

I don't want this to be a sexist remark, even if it will probably sound like it on a thread like this, but the story about women being safer is open to debate.
They have less incidents in the same timeframe, because they usually drive less. But tend to have more in the same mileage. Moreover, women tend to get into straight on bumps, while men tend to t-bone (different sight system). That's just statistic, to avoid misrepresetations.
On the other hand women tend to be far better aircraft pilots than men.
