Probably comfort plays into it too. In the summer time a F/F can be uncomfortable especially if your beat as a motor officer is in town and not out on the highway where you can catch more breeze.

Just a guess here but I'm bettin that it has to do with being able to use radio microphone to communicate with dispatch.
That is the biggest reason right there.

That one I don't understand. There are ear phones and microphones for full face helmets as well as 3/4 helmets.

California state law is for a DOT approved helmet.

As a military rider in California I also thought it was funny that the Marine Corps requires us to wear long sleeves but most CHP motor cops wear short sleeves when its hot out.

Guess they are too good to get hit by the soccer mom on her cell phone.

I believe you will find the long sleeves are to prevent dehydration and sunburn when riding. Thats why the Air Force required us to wear long sleeves as well.

I have heard that it is because of their range of vision. If they get involved in a foot pursuit they may lose the suspect in the split second it takes to take off the helmet...
All DOT helmets are designed to have a minimum range of vision of 230 degrees, although thechin bar on full facehelmets make it harder to turn you head and look over your shoulder.

Police up here (Vancouver-area of British Columbia), both city and RCMP, wear 3/4 helmets. I'm told it's a combination of radio equipment, sight and sound.
