StreetGlide(FLHX) is by far the best for what your looking for. Already has hard bags and handles better then any bagger out there.
Best selling H-D bagger 2 years running

Some people are a little blinded with their infatuations with their personal bike.
Street glide is a Electra Glide except with lowered shocks - which will lower effective lean angle and reduce available rear suspension travel .
I will leave you to figure out the validity of his statement.
If the bike makes you smile when you ride it, then it isa good bike.
Kind of like how some people are in love with women (or bikes) that the rest of us find repulsive.
But hey, like I said, If she makes you happy. Then ride her til she smokes!

I have to agree on the Heritage Softailfor around town use and light touring. If you'd said long rides and heavy touring, I'd agree on all the Road King and touring bike comments. One thing you gotta keep in mind, you're gonna get more response from bagger owners because their bikes are too heavy and bulky to ride as often, so they have more posting time. :P
BTW, the last sentence was just a jab. Don't start wiggin' out yet.

You can get a lowering kif for them. White bros is what most folks Ive talk to like the best. I think the difference in the bike heights has to do with the style of seat.FLHR seats sit a tad lower then the FLHX

Any of the Softtails, if you're going for light touring consider the Heritage as was said. The TC88B is the smoothest engine out there. Any of them smooth out once you start rolling. But if you don't want to rock and roll at a stop light go with the ST.

I don't think you're gonna get an objective answer to the question. I ride a Road King Classic and it's the absolute smoothest bike in the universe for touring.

I have access to a whole bunch of different Harleys. I still like my RKC the best. When the weather is nice, I can remove the windscreen and enjoy the ride even more. Perfect for light touring.
