Default Quiet zone - Motorcycles restricted

I went to Cali for vacation a few days ago and came across these meters below at Laguna Beach. I can understand all the backlash against loud pipes, but how can they legally restrict all motorcycles? I had a stock Ninja 250 which was as quiet as any car. [:@] Is this new? Do you know if the AMA or Abate is doing something about it?

in all honesty they look like those anti skateboarding stickers which arent real. usually an enforceable sign has a municipal code section listed below the statute. for ex. no bike parking -L.A.M code 42.34 violators will be cited etc. but if they're real, sounds like we need to call cool hand luke.
