To further the "RUB" tag it is really a kind of put down meaning the only reason some guy has a Harley is cuz he's got the the cash to blow and tries to impress his friends.
Not to say that there aren't true enthusiasts that have the good fortune of some extra cash in the bank but RUB's are basically wannabees.
They do however serve their purpose.
After the novelty of the Harley wears off or they get the sh#^$%@ scared out of them the first time a cage gets too close to them on the hwy, they have a tendency to sell their bikes under their true value to the first lucky-under-financed real biker who comes by.
