Blown tender lead fuse on the Wing? Tender leads not secure to the battery?

Tender doesn't care what lead acid battery it's connected to.

Could it be a lithium battery in the Honda?

If you have a known good tender (it works on your Ultra) and it doesn't "work" when plugged into the Goldwing then there is clearly something wrong with the Goldwing. Assuming the Goldwing starts, indicating the battery isn't stone dead, then my guess is you don't have a complete circuit on the tender lead; ie, broken wire/terminal, or blown fuse. A battery is a battery and the tender lead is an SAE connector that is standard throughout the entire industry, it's not unique to either HD or Honda.

Nothing special about the HD tender. HD didn't build it, it is just a rebranded Battery Tender JR.

I've used the one I got with my HD on my Corvette and travel trailer multiple times without issues.

You can easily use a test light or a DMM to check to see if the pigtail from the bike has power out of it.

True, but the pigtail will still show 12 volts if the ring terminals were inadvertently reversed on the battery posts. Most modern battery tenders won't initiate a charge if the circuitry detects reversed polarity.
