Ya gotta be prepared for most anything out there,
I "camped" twice in a campground in Sturgis for the 49th and 50th and during one of those times we got a very hard storm (no hail) but thankfully we set-up our tent well and had "ground sheets" underneath it and we had no water in our tent but others weren't so lucky.
In 2020 I was in (a bar) in Spearfish just before the Rally started and we had an 85 MPH "straight wind" that came right through town!
Some people in local campgrounds had their tents blown away and some buildings lost roofs.
Fortunately. I was staying in a motel in town

2003 coming down from Rushmore we got caught in hail, t shirts, bikes without windshields and no helmets. We pull over on the side of the road and run into the woods hiding in the trees. Three of us pulled over, in about a minute there was about 15 bikes all doing the same thing. Staties show up, tell us it was not "safe" we all had to get going down the road?!?!?!? Trees not safe, but riding in hail that was a good plan? We all made it to a bar down the road, hail hurts.
2013, we just got to town and after a couple of stops we pull into the old FTS, I park around back on the dirt. You could see the black cloud approaching. Well a bunch of people decide to leave, plenty of room by the front door on the asphalt so I go get the bike and park on asphalt, no sinking into mud. I go back inside and the talk of hail starts, someone mentions they wish they had their cover with them. Well we had not even checked into our hotel yet, I had my cover with me!!! I run outside and get her covered just as the rain starts. Back inside and all hell breaks loose with rain, hail etc. I was damn happy to have the bike covered.

Check out Highway Weather app. Put in your destination and it will show the weather on your route. It will also tell you the best time to leave out or you can put in the time that you're leaving.

For the rally last year we (4 couples) shipped 4 bikes and flew into Rapid City. We landed in a raging, windy rain storm, windsock at the airport was out straight. Bikes were in Rapid City, house we rented was in a town about 10 - 15 min from Deadwood up in the hills.
Needless to say, as only one of us had been there before we decided to drive the rental cages to the house. It rained hard for 2 straight days. Day 3 one of the bikes broke down and we limped it to Black Hills Harley in Rapid City. Day and half later we picked up the bike and ended up leaving Rapid City with 4 of us on our bikes in another freaking driving rain storm. Luckily though, we never did hit any hail. We also had a garage to park the bikes out of the elements while at the house.
The weather in the summer there made New England weather not so bad after all!
