Exhaust
In the article it stated they "assumed " that the dealers removed the converters when they installed the new exhaust system. How do they prove it ? Are the going to have a search warrant on the dealership or the customers to check every bike they installed new exhaust on ? Without proof it's an assumption, it will be thrown out of court.

I'm surprised to hear Harley dealers will replace an exhaust system that had a catalytic converter with one that doesn't.
The EPA cracked down on muffler shops that were removing cats and not replacing them on cars and light trucks with heavy fines starting in the 80's.
Try to get a shop to remove a cat on a late model car. It's not going to happen.

One strange, misleadingly titled, and remarkably ignorant article.
Page 2, it's NOT the EPA suing, it's "an environmental non-profit group called Utah Physicians for a Healthy Environment"
Page 4, the judge has thrown out everything they sued for, except for the exhaust modifications.
Page 5, UPHE have not presented any evidence to support their claim that the dealership made illegal exhaust modifications.
