Okay- how about this....
Each rider is an individual motorist with his own rights and responsibilities..... The lead rider has a pre-arranged agreement that other riders behind him not try to set the pace by "pushing" him.... Since he is not being "pushed" by those behind him, there is no reason for him to move over and since those behind can't be expected to go faster than what's ahead of them in the lane... no need for them to move either!

This is what causes a back up and angry people, when the leadvehicle in the lane won't move over. The line of faster cars are forced to slow and the line gets longer and longer. An angry driver especially due to gross inconsideration will do things he would not do normally. "Keep right except to pass" & "Slower traffic keep right" saysit all. Just letem go andlet the law nail him down the road.
I was following the US Veterans M/C a while back, we were doing 80mph and theyalways moved over except when passing.
