Law enforcement has evolved over the last number of years to concentrate more on revenue and less on crime. Our local court routinely lowers nearly alltraffic offenses to a non-hazardous violations so violators are more willing to cough up the fines and costs. As long as the municipality gets their money.
Another example is the civil forfeiture on money & property. I've seen several cases where no one cares about the criminal prosecution as long as the forfeiture goes through.
With budget cuts everywhere, the municipalities are struggling to keep up with the payroll, and any way they can make a buck, they will. It certainly means you can expect less discretion on the part of the officers.
