Default Brake pedal play

I just took apart my 2016 FXDF for the first time. I never noticed whether or not the brake pedal had a bunch of play in it prior to reassembling it. I checked the service manual and there’s no extra part that would keep the pedal tight. I have all the pieces shown in the manual Unless the powder coater removed something from the arm (where it slides over the spacer)?? Or is the play in that arm normal and I just never noticed it?

if you're talking about a sloppy fit on the shaft, then yes, there are 2 bushings that the powdercoater probably removed so he could bake it. item 13 in the pic.
