I always wished that if I had time to walk into my bedroom, get the shotgun, and get out to the front yard it should be legal to shoot the guy with the loud music driving/riding down the road.

How, exactly, are these folks different from those who have the stereos in their cars cranked up so that all you can hear is the boom boom boom that rattles the windows in your HOUSE, or that are so loud you can hear their music in your car TWO cars AWAY from them at a stop light OVER the sound of YOUR stereo?!!
You just need to accept the fact that SOME people, a FEW, mind you, are GOING to be JERKS! It's their "nature". Just accept it, leave them their 5 seconds of "fame", and MOVE ON! Go do your thing, and let them do theirs. It's called "FREEDOM"! You should try it sometime. You can continue to "glare" at them, menacingly, if you want, though I doubt it will change their behavior.

Personally, I think that every stereo, car or bike, should have an automatic dampening/amplifying system, so that when you're sitting at a light, with little or no "noise" around you, it would lower the volume, and when you get up on the highway, and there is lots of "noise" from the wind, it would raise the volume, so you can hear it. Until that happens, though, we'll be stuck with guys like you found with the music blaring at stop lights. However, there will still likely be those who just want everyone to hear what they're playing, so even IF that were to automatically lower the volume, they may turn it back up anyway. It's just the way some people are.

Murphy's law states that people with the worst taste in music always have the loudest stereos.

The bike, the wind, and the road make their own music. When I ride, I don't need to listen to other people via recorded material.

My Evo had a thing that turned the stereo down automatically when the throttle went down. It stopped working years ago.
The stereo still works fine otherwise, stays loud, although it doesn't compare with today's stuff.
(At least it did...I haven't turned it on in about 2 years. Last time was for the WX channel when we were riding in a storm.)
