Best guess from provided picture. Keep in mind things got customized back then as well, so all we can do is guess.
Of course, it is a Knucklehead, which as stated would be 1936 to 1947.
Taillight tells us 1939 thru 1946
Narrow brace front fender again tells us 1946 and down.
Saddle bags I believe are Panhead, cars in the background look like they are from the 50's. so the picture is obviously not of the bike when new.
No tank badge or even a mount for the badges says 1939 and down. Assuming tanks and taillight are stock, the bike would be 1939.
Until someone smarter shows up and proves me wrong, but again assuming he did only minor custom touches, I think 1939 is a good guess. But hell it could be a 1947 with all older parts on it.
