Why can't Harley build a touring bike that weighs 650lbs. ?

5th Gen Gold Wing 898 wet.
6th Gen Gold Wing (current) 787 or 836 depending on model. And that's with a DCT.
I ride HDs but Harley could never, ever, compete on a level playing field with Honda when it comes to using numbers and performance as a metric.

First Goldwings were about 600lbs. yes, they cut some weight in the recent models (I forgot about the most recent) and still about the weight they were in 2000 (about 800lbs.), point being, they are still heavy and so are most of the other Touring bikes. Honda ain't nothing special, rode plenty. Goldwings are still very ugly, so are Indians (close to 900lbs) and BMWs (maybe the lightest). Harley sells more Touring bikes than the rest combined AFAIK.
