Default Torque Values

Was wondering why there is such a variation in the torque values? As an example the primary inspection plate, my service manual says to tighten the four bolts to 84-108 in. lbs. So what is it 84 or 108?? I notice this with every torque value I come across in the manual. Any light you can shine on this would be greatly appreciated, never had a need to torque anything before.

'Cause torque wrenches aren't necessarily calibrated, and most are off spec might be a reason. Or the low figure is one determined by the engineer to be the minimum to do the job, while the high figure is the maximum before the typical ham-hand with a cheesy torque wrench strips the threads out.

Well, it sounded good to me!
