Why don't folks wave to Harley's ?

I grew up near Los Angeles.
The wife and I once drove around the country in my Pickup truck. Driving through really small towns, people walking along would wave to us for no apparent reason. Soon, we were waving back. It's contageous, it's great.
Go to the big city and wave at someone when you drive by. You'll likely see their middle finger.

The other day the wife and I were in a nice turn on a country road and met another bike. I give the wave then seen the other bike was a metric and all the guy did was give me this scared look and nodded his head. Lol. He was too scared to wave in the turn.
I wave at everybody, anywhere. I'm not too big to do that, nor too scared.

I went for a nice long ride yesterday and had many waves, a few nods, a few kisses thrown my way, some thumbs up, a horn honk, a photo at a stop light, and only one old fart on a Harley who blew by without acknowledgement. Even a hard-looking mc guy smiled and nodded to me as he passed me on the interstate. Must have been the Grandma helmet.
I may not always wave, but I will nod, smile or somehow acknowledge another bike.

Basically any road that requires some good technique, whether you have it or not, to ride well.
Then add deer, rocks, stopped vehicles, crashes, debris, sand, even ice in the canyon shadows some mornings....hand signs can mean a lot some places.
