Either is acceptable. I don't usually have anybody on the back of my bike on longer trips, so I put it on the back seat. However, when I do have the need to carry a fun-girl, I'll use the luggage rack for the bag.

This is the Dowco Iron Rider Brute. Its a great bag. I havent used it a ton, just a couple 3 day trips, but its been great.

I would say 13" is the widest you could mount to.
