Rear belt would rub......It sounds like the lean came after they modified...sumthing they did wrong...u should be able to let go of the bars,,,and steer the bike wit shifting u weight....

check belt,,,run down the road streight and stop(do not move the bike) set kickstand,,look at rear belt sitting on rear pully,,,,should not be rubbing...

also try having someone sit on it,,,on a flat surface,,have them close their eyes,,,and set the bike streight,,,walk about 20 - 30 yards and eyeball the tires....

I think I would take to a different dealer to get checked. If the guy that set it up, only knows how to set it up this way(wrong) he will just continue to adjust it the same way.
My daughter had an illness and the doctor made a clinical diagnosis based on her symptoms. He is one of the top specialist in his field. The next month we were going on vacation to the east-coast. He had the insurance company pay for a different doctor to check her to ensure he was correct. Which he was not.
more or less get a second opinion
good luck

I had a Raleigh bicycle that did that. The problem was the frame wasn't straight. It wasn't that the frame was actually bent but apparently it was loose in its jig at the time of welding and it came out crooked.

If they don't have it figured out after eight years then they probably never will.

Play a few videos of this guy in the garage where you keep your bike. It will begin to lean right in no time!
