Look Karen, you are not a cop. It is not your job to enforce the law. Whether someone else speeds is up to them, not you.

You, also, have not read all of my posts on this subject. Do yourself a favor and read what I have posted.
What I said was that whenever travelling through a city, I use the through lane at the posted speed limit (not below the speed limit, maximum). The congested, local, entering-exiting traffic is welcome to do battle merging and slowing down in the right lanes.
As far as the flow of traffic in the inner (left) lane it must not exceed the posted speed limit. That is the law. If I am travelling at the posted speed limit, there is no logical, sane person that can claim that I am impeding traffic.
It most states, there is also a law that states that the left lane is for passing only and when not passing you should move right. Note, none of these laws includes "If I am travelling at the posted speed limit, there is no logical, sane person that can claim that I am impeding traffic."
