What I said was that whenever travelling through a city, I use the through lane at the posted speed limit (not below the speed limit, maximum). The congested, local, entering-exiting traffic is welcome to do battle merging and slowing down in the right lanes.
As far as the flow of traffic in the inner (left) lane it must not exceed the posted speed limit. That is the law. If I am travelling at the posted speed limit, there is no logical, sane person that can claim that I am impeding traffic.
If I am on the open highway or interstate, outside of an urban or city area, then I travel in the outer lane of a 4-lane highway as there is no necessity to travel in the inner lane because it is not a "through" lane outside of an urban area.
If you are a speeder traveling above the posted speed limit, then that is on you. You have no legal right to ANY lane of the highway.

and you would be wrong in a lot of cities.

Not in the least. If I see a vehicle coming up behind me at high speed (over the speed limit), I move to the right. I am no fool.
If traffic is moving at the speed limit in the lane to the right, I will travel in the right lane at the speed limit. Whenever the speed of the right lane slows, I will pass on the left. It is not religious conviction of mine to be obstinate without cause.
It is only my pet peeve that there is no such animal as "the fast lane".

Don't know if it's been said yet, but in Texas, on highways and freeways, the left lane is for PASSING ONLY.

If you're not currently actively passing somebody, get the hell out of the left lane. It's the law.
