I was recently gifted this https://mstore.harley-davidson.com/s...-riding-jacket
when I reach my Arms up in the air it goes up past my belly button . Is this too short ? Should I get the xl tall ? This one is a xl . I'm 6' 215lbs

If it adequately protects..., if it doesn't bind when holding the grips...
then...
Go get in a fight -> if again - it adequately protects..., and doesn't bind
Then its the right size
If not - then it ain't

did you go to the link? the jacket is not leather, it's windproof fleece.

You must be a noob (as am I) or you wouldn't ask such a question. Since you have, I prefer my jacket to come down on my hips and I unzip it about 6 inches, from the bottom, to keep it from either rolling up on my chest or getting up in my throat. A leather jacket will fit differently in the riding position than standing with both arms in the air in the traditional French military salute...

Basics on any cold weather riding jacket, whether it be for rain or whatever. The most important thing is to have the jacket be oversized for layering.
Women can't grasp this concept until they find themselves riding in the cold with a thin undershirt and tight jacket freezing their asses off.
I always recommend, even if it's summer, go to the store, get yourself a thermal undershirt ( a thick one) and a hoodie they put on the jacket. Should zip up without struggle.
Yes it will be big on you if you find yourself on a fairly warm fall or spring night but you need to have the ability to layer. So what if the jacket is oversized? it's supposed to be. Your riding a HD not a sportbike on a track.
People usually go through two or three jackets before they figure out exactly what I said above. Save yourself some money, get a properly fitted jacket for the riding we do and for the temperatures you live in.
