I seriously doubt that your bike has a catalytic converter. Maybe you should remove and inspect the exhaust system before hacking into it with power tools?
Better yet, buy the Harley Davidson Service Manual for your bike, and look for any reference to a catalytic converter.

It does not. Softails that had them used thermal reactors in the mufflers but that was only in 2006 (CA) but not 2007-2008 because they went to closed loop. They weren't used in anything in 2004. Op leave your bike alone and ride it.

OP and his bike are in Florida. I am in Michigan. I have never seen the OP's bike. I can't say with 100% certainty what it has or doesn't have. I know that my '04 Road King didn't come with a catalytic converter.

I stand corrected. CA Softails had converters in the mufflers starting in 2000. If the OP's bike does not have CA emissions it does not have converters.

Your 07 Softail did not have converters. It was the first year of O2 sensors and they were able to get away without using them in 07/08 on Softails.

I will guarantee that the right hand 07 stock muffler had a catalytic converter in it, and the left hand side was nearly hollow except for a long tube with a bunch of holes in it. I still have my 07 mufflers and they sucked, and I hated them with a passion. I also have a pair of later 88 Ci mufflers and they are both the same, but they don't let enough exhaust out of a 103 engine, so they suck as well as the 07s. The 2010 and up mufflers are the ticket and I like the snot out of my 2015 mufflers, no catalytic converters, and they are as fine as frog hair.
