I lowered my 2012 StreetGlide with steel lowering blocks (repositions) the rear shocks 1" lower. And, changed my seat with one without so much cushion (1" less) for a total of 2" lower than stock. It made a huge difference. I like it! You could also change the springs in the front fork tubes to lower the front. The parts I bought are aftermarket parts that I purchased through the HD dealer.
That's only your opinion.
I'm happy with my lowered ride and for the last 5 years have had no issues with the change in ride height. My bike handles as well or better than many that I ride with. Maybe I'm just a better rider than those who can't keep up.

Who's talking about Sport Bikes? The Op said he rides a 2017 RGU.

I put a set of Progressive 944 HD's on my '13 RGU, it lowered the back 1" but provides the ride of a 13" shock. I put the Progressive monotubes upfront, went with two spacers on those, for two up riding. The 944's can be finicky to dial in. I marked the body and the collar to help with the adjustments between solo and two up. Then clear taped that info to the inside lid of the saddle bag. That's what is working for me. Also had Mean City Cycle rework the seat.

But when I read your question I can see two different questions.
Is your question about if the parts from a Lower Ultra Classic fit your Road Glide?
Or is it about lowering the bike?
Sorry if I am reading more into it this morning?
HD & after market sell front & rear lowering shocks & kits.
Not sure if the part numbers are the same (or close enough to use or not).
I also vote for lower the seat first (if it's a height thing) that's what I did on my old Ultra.
I kept the seat, was not going to toss it in on the trade in.
