If the downward trend continues for HD sales do you think 2018 model prices might drop some or HD might offer lower interest financing rates to entice buyers ?

I would like to think so, but I doubt prices would drop. We are very near to the "off season" here in the Northeast, thus sales are typically low for the next 5 or so months. They (HD) will have a uptick over the holidays because of merchandise.
If anything they will slow down production, which they have done in the past.
Magic time for deals on cars and bikes is usually last few days of the last quarter of the last month of the current financial year. Only problem can be available inventory options.
Harley won't drop prices. What we'll likely see is another round of the special interest rates on purchases, which ended in February this year. We might also see more dealers putting together their own special programs.

How low did HD lower interest rates last February?
The main issue is that HD has priced themselves out of the market for younger riders. They (HD) tried to gain some market share with the Street models, but that failed.
IMO, I don't think lower interest rates entice consumers to purchase a recreational vehicle.
Hard to argue with 0.9% when my wife bought her 48. It'll cost her $300 across the 5 year loan when repaid withjust minimum payments. That put a lot of bikes in garages in LA last time they ran that promo.
As for the Street? Just not particularly competitive or interesting looking bikes imo.
I can't speak for every dealership but I know that the dealership close to me offered incentives to try and get people to come in and buy a new bike. You'd be surprised how many people took advantage of them and left with a new bike. Also, it's nothing new for the sales of Harleys to go down and then come back up. This has happened for many years that I know of.
