As a previous Harley drag racer, and lifelong rider, I wear a half helmet in the city and full face on the highway. I always wear a jacket, gloves and boots when riding, unless really hot out, then its a leather vest. Too many friends/racers sporting road rash scars in the name of vanity....

I still say it's the design of the bike. Sport bikes are made with the full face helmet as part of the aerodynamic design and cruisers are not.
