Default Steering chrome cap removal.

How is the chrome cap on top of the steering head (between the risers) attached? The manual says there is a special tool but doesn't show a picture of the tool. It looks like it pops off like a hub cap but I don't want to pry on it in case it is threaded. Thanks.

It was threaded on my '06, just twist off. I tried prying it off first but that didn't work.
