Default High-speed cruise control usage

Today I was on Texas State Highway 130 south of Austin. It is a toll road with an 85 mile per hour speed limit. When using cruise control I found it would not work past 83 miles per hour. I would bump the cruise switch on the right side to increment the speed 1 mile per hour, several times, but it did not seem to react. The bike would go up to 90 manually,, but the cruise not reach 90. Is this normal?
I have a 2003 FLHRCI.

I'm not sure, but that's how mine behaves when I reach the maximum cruise control speed. On my 14, it's 90. I can't bump it up past that, and I can't engage it higher than that.

Hopefully somebody with a bike that's the same year as yours can verify.

I have an '02 FLHTCUI and the cruise won't let me set it any higher than 130 km/hr, or 80.7783 mph

THe owner's manual should quote the highest speed your cruise control can be set at. They have a limit...

Can't say I could want to set it much over 80... About 78 is as high as I usually set mine, above that I want to control everything on the bike.

I was told by a salesman, the cruise control was set to a maximum of something much lower than that.

I found that I can lock the bike in way HIGHER like into the 90's and consistently. And with the different bikes I had. (Cruising bikes.)

I regularly lock it in at 82 mph which is my cruising speed on my Ultra Ltd.

So I would guess, YES it is normal.

I know my 09 cruise works in the mid 80's (85/86 range).

I thought it was supposed to work up to 90 mph.

I've been on that same stretch of 130 around Austin several times. Most recently was about a month ago and both my wife's 14' Road King Classic and my 11' Road Glide Ultra running about 90 with cruise controls set. That being said I honestly don't remember if I got to 90 and set it or used the 'bump' method to nudge it up after initially setting it.
