Looks to be a light controller. A taillight flash controller to be more precise.
Or it could be the controller for the Flux Capacitor. Be careful at around 88 MPH.

could be a thing for a deal, but those don't have wires coming out of them.

go ahead and disconnect it and see what doesn't work anymore

I'm betting on fox capacitor controller.

Try disconnecting it and see what changes.

Asked a guy here at work.
He seems to think it may be a tuner for an aftermarket ignition system.
