If he dropped shipped some stock bars the first time, what makes you think
he is going to make you some this time?
He wants to make you pay to return them, and they must be returned
with a delivery confirmation receipt to prove to PP that they were returned.
Paypal dispute is in order.

Stop *icking around and file a Paypal dispute - sometimes its best to just let Paypal handle the matter for you....

Wow. I felt like I got the "runaround" just reading the original post.

Just a update. Called paypal, they started a claim. The guy almost instantly sent me a message trying to make it right. I refused and paypal sided with me and told me I would get a refund after mailing them back. They went in the mail this morning. Sucks I had to pay return shipping though

If the guy was trying to make it right - then why wouldn't you have him send you the correct bars and a return shipping label at his expense?

I don't trust it would be right in the end. If I cannot get a return label within 6 days how long would I be waiting on the correct bars? I just want to move on. The only time I got communication was after paypal got involved. Then it was via email and not through payapl.

If it took filing a PP dispute for him to suddenly give a damn and want to "try and make it right" then I agree with the OP, stick with the claim, send the bars back. It should of been "right" from the get go in my opinion.

Nope, he only wanted to make it right when it was going to cost him money. Poor customer service doesn't get my $$$.

If he was too swamped then he is taking on too much work and should say as much when ordered.

There are always three sides to a story.....and if the OP only received the bars on 11/25, and with the Thanksgiving holiday weekend - it's only really been a few days....

And lets not forget that it was the wrong bars - not a mistake such as taking the wrong part off the shelf - the order was for custom made, not off-shelf - that is dishonest and deceitful.
Then the lack of response, and he had more than enough time even with the business disruption that Thanksgiving brings.
