Default Rear Brake pedal

I have a 2005 RoadKing Custom That my rear brake pedal when trying to brake goes all the way down i let go off the pedal and press back down and still go down I teid bleeding the brakes the conventional way by preesing the brake pedal down opening the valve waiting for the fluid /air out closing the valve pour more fluided opening ,pressing an so on at the beginning the pedal seem to be hard so I took it out for a spin pedal was sought of hard but it didn t seem to brake normal had to press hard ? What could be the problem
