Default Fork oil change

Can I change lower front fork oil on my 2007 touring classic without removing the fairing by draining the oil at the bottom of the fork and refilling the oil by using a pressurized oil oil pump?

You can , But you won't be able to tell if you drained it all out. Each leg holds about 8 oz.

Thanks, I was told by mechanic it hols 13 oz./ tube. I think if I measure what came out, I'll replace. Does that make sense?

Correct, about 8 oz's is all that will come out without disassembly. Use type E and don't put too much or it will blow past the seals, then you will be doing a disassembly.
