The MC plunger isn't retracting all the way. Since it's new, I would return it. Otherwise, spend about $15 on a rebuild kit.

I always have trouble bleeding my brakes and usually end up taking the mc completely
apart with limited success. Next time I do it though, I'm going to try something else.
I'm going to fill the mc with fluid and let it sit overnight to see if the fluid will seep thru
the small holes in the mc resevoir and fill the cylinder and swell the seals so that it
will pump up. If you try this or if anyone else has, please let us know if it works.

Buy a device called a mitivac. Use it to suck the fluid thru the master cylinder by placing the tubing on the caliper bleeder.
I had the same problem with my chrome master set. It would never pump up or fill the system without mitivac'ing it. Once the system was full, it bled perfectly.

If you don't use a mityvac or equivelent it is a tedious task at best with some new components, others will fill and bleed right a way.

And an even cheaper way;

Walmart sells this huge syringe, it's used for gas or the like.
Fill syringe with brake fluid, attach 1/4" tubing to bleeder on caliper, slowly fill system from bottom bleeder valve until it appears in the reservoir.

Very easy to bleed your own brakes, by yourself, with "Russell Speedbleeders"
