Default 422s and Lowering Bolts

Posted in Softail section butr no response so...I have a 98 ST with Progressdive 422s at maximum lowered position. A couple of potentially dumb questions here:

Can you add lowering bolts to the 422s to get a little lower? Trying to get about 3in.

If not, can you go lower than Progressive's recommended maximum setting of 9/16 of exposed thread?
