Default Progressive Forks Lower Kit

Have a 04 duece trying to lower the bike with progressive lowering kit not the drop in kit, I have totally rebuilt the forks, installed the kit and for softails the instructions tell you to cut the spacer .50" above the fork tube. when I installed mine the spacer comes up short a little over a .50". Talked to progressive today and they told me to install this the way it is.I would think its not going to put the right amout of preload on the spring.I tried to add 9/16th" to the spacer it comes out to be .50" over the tube but when I tried to put cap on I could not push down and get the cap by myself. anybody else with a duece have this problem don,t feel like totally putting the bike back together and finding out its wrong.I,m lowering the bike 1 inch if this would have anything to do with it
