Default Too tight? sotail shock

I have an 02 softail classic that I had to remove a shock. I bolted the shock back on to the frame and the washer, by the bolt head, which used to spin freely does not spin freely now. Do I need to back off the bolt a bit?

which bolt? The one in the front is torqued to ~35 ft-lbs and the one in the back about 135 ft-lbs. I don't think there is a washer spin spec.

The back bolt (rear tire side) that holds the shock on. My bolts have a washer on them.

yes, so do mine. I believe the correct torque on those bolts is more important than a spinning washer.
