Default Chrome Swingarm Cover

I just purchased some chrome swing arm covers my 1992 Fatboy do I have to remove the axle to install the right side bracket of the cover? Thanks for any help in advance

I installed the Kuryakyn full swingarm covers. The upper assembly bolts from behind to the swingarm; lower simply snaps in place.
No axle servicing whatsoever.

After one year and 10K miles they still looks like new.
