Question piston not coming out on rear brake caliper

I changed the pads on my 07 fxstc tonight. Did it by the book, easy change out..

but it appears the inside piston is not coming back out and pushing on the pad, only the outside piston is working and pushing the outside pad as far inward as it will go.. needless to say, brakes are not what they should be. Any ideas? What would cause the inside piston to remain in the caliper?

Dust and debri caked around piston. Try spraying some brale cleaner and pumping brake pedal. You might have to do this several times. Ideally you want all pistons working at about the same rate/movement.
