Default Getting to the handle bars '99 FLHTCUI

Hey Guys,

Over the winter I was moving the bike and pushing on the handle bars when I felt them move. Now I am either paranoid or they really did and something is loose. There is play in the handle bars now (or maybe always, just now noticed it though) How do I get to the bolts to check them? I tried going in from the front of the faring, but that didn't work and I can't see how else to get to them. There must be a way to pop off the ignition switch, just can't seem to figure that out and it looks like the only other way in.

Thanks for the help.
