Default keeping handlebars from moving?!?!

My springer bars want to move whenever I put the least bit of pressure on them. I was told that a coke can can be used as a shim . I tightened the allen bolts until I stripped one of the holes (thank god for helicoils). What are my options? Tightening does not work so I am assuming I need some sort of shim? Any suggestions? Things that worked for you?

get the bars at the height you want them and drill through the risers and put a stud in there

Drill and doll pin from the inside of the risers so the drill holes do not show.

I was told the bushes were rubber to reduce vibration. Quite a bit of movement on my xbones

I think the shim approach is the way to go

well put in a roll pin and it pinches the wires so that is a no go. I think I am going to take the riser clamp and grind it down about an 1/8 inch to see if that will hold the bars better.
