Tire Balance Issues

Tire Balance Issues
Just had 2 new Dunlop Elite 3s mounted and balanced at my local indy shop. He called me with a an issue. As I had not purchased the tires from him. Just doing the mount and balance.
He said no issues with the front tire. small amount of wieght to a spoke for a "zero" balance
Rear wheel he said he was concerned about because he needed to add almost 4oz of weight, both spoke as well as stick on weights to get the tire to balance out to "zero"
He told me he believe there is a defect in the tire that we cant see, but he told me that he never has had to add more then an ounce or so to balance a tire.
Is his concern ligit? Could I have a defective tire? I did see that the Balance fot was lined up with the valve stem. Could running this much weight cause a safety issue?
respects

RE: Tire Balance Issues
I do all my own work. Last tire I put on was at least that bad and I didn't even try to balance it. I just took it off last weekend after 13,121 miles with 3/32 tread on one half of the tire and 4/32 tread on the other. The bike was always smooth.. so that's my experience, take it from there

RE: Tire Balance Issues
Well Thumbs up to Ron Avery's where i purchased the tires from. Called today, and they are shipping another tire out. They stated the same thing about the balance dot, and even said as a few others have the the valve stem area of the rim is not always the heaviest. That being said they were more interested in offering to correct a possible "bad tire" or midlabelled tire then giving ideas how not to keep a customer happy.
Thumbs up to Ron Avery's they have gotten a new customer for the life of my riding experience
