Default 04 softail rear brake adjust

I have looked at many Utubes on the subject, and every one shows a clevis with a lock nut, so, you loosen and turn, and voila. Mine is not this.....I see a large flat washer with a boot holder attached.....so no access to lock nut and turn. Has anyone seen this design and tried to adjust. I should pull the boot, but am old and lazy, and thought I would take advantage of experience. thanks

There is no adjustment under that boot.

I want to lower the pedal a bit to make getting on it easier. There is some room left for the foot, but would like a better angle. MANY videos re adjusting, but the design is different on mine, with what appears fixed from the outside, and you may be right, no adjust. My black cloud remains if so.
