Aftermarket Dyna style frame using EVO era Softail fuel tank mounts. Rubber mounted engine/trans, made for late 80s to late 90s 5 speed big twin powertrains.
If it was made by Santee, there should be their version of a VIN stamped onto one of the cross braces. You'll need an MSO, and a metric **** ton of receipts/paperwork, to license in most states, once completed.
