Default Front wheel alignment

Hi I’m new to harleys so hopefully not a daft question. I have just got my first one, a 2007 fatboy, it had new tyres fitted a couple of years ago and I’ve noticed the front tyre is catching on inside of front fender on one side. Can you refit a wheel on the wonk? Can the front forks be fitted not level by a few mm so throwing wheel over slightly? If these are not a possibility can it be spaced over slightly so wheel sits in centre of front fender? Thanks for any help

Im thinking maybe they accidentally switched spacers when installing tires. Do you have a jack?
