I just changed my oil recently while replacing my front end to chrome. My guy pulled everything from the triple tree. He said he didn't trust getting the right level if we had left them in. But he's a perfectionist. So we took it "all" apart (new seals etc,) filled it properly while perpendicular to the ground, and usedthe fluidlevel tool
Some guys here may have a difference of opinion.

Heres what I have discovered while taking and put in Progressive springs...
You can change the fluids realitively easy yourself...
1- drain the oil thats in the forks
2- remove the large 1 3/8" nut on top of the forks (this will allow the vacumme to break and allow more oil to flow)
If you can pump the forks to help dispense the oil quicker
3- re-install lower drain plug when oils are removed from both forks
4- from the 1 3/8" nut hole you can pour a measured amount of fluid down into the tubes from there (this hole dumps directly into the tube assy where the springs are, It will hold a large volume of oil)
note: Take your time slow process
5- after both sides are done pump up the tubes together untill you feel restriction on the pumping motion
6- after pumped up you can then reinstall the cap and ride...
There are other methods that members have successfully accomplished with the use of vaccume pumps and syringes as well...
Theroretiacally this method will work but I personally haven't had the chance to do it yet...
I had my forks completely dissassembled and out of the bike when I put the fliuds in...
However when I change the fluids I'm going to use this method...
