Default 2005 JETTING

have a 2005 FLHT and was getting terrible gas mileage ( 36 MPG). I pulled the carburetor and found the pilot jet was a 48 but the tech manual states it should be a 45. I picked the bike up with 5 miles and did not touch the carbuetor. What is going on? Could this be my problem or what?

Take a look here https://www.hdforums.com/m_65123/tm.htm

A 48 is a bit rich, but other changes could also have been made to the carb.Don't understand how it could have been changed if it was new. You may want to question the dealer about it.
